Good day! As communications arm of the Government, I believe the Presidential Communications Operations Office has the authority to shed light on this matter. The minutes of our Sessions in the Sanggunian of the City where I am from is written in "verbatim style" as agreed upon by the Members of the Sanggunian. As to what I know, the minutes is supposed to be written in summary form and it is actually the "transcripts" w/c is in verbatim. With this, I would like to inquire how the minutes of a Session, Public Hearing, Committee Meeting, etc. should be properly written. Thank you very much.
