Who built the river drive road that stretches from Las Pinas to Bacoor, Cavite? is this a private road? if this is DPWH's project, are they allowed to prohibit the entry of tricycle, motorcycle, pedicab, bicycle, pedestrians and only allowing 4 wheels (private vehicle) to traverse the road?

Villar, constructed by DPWH Las Piñas District Engineering Office but under the Las Piñas City Government.
