Hi! I would like information on WHERE to pay for the ₱5,000 fee for the CERTIFICATE OF NON-FORUM SHOPPING AND PAYMENT FEES REQUIRED UNDER IMMIGRATION CIRCULAR NO. SBM-2015-010 OTHERWISE KNOWN AS BI OMNIBUS RULES OF PROCEDURE OF 2015?
I do not know at all WHERE to pay the ₱5,000 fee or HOW. No instructions were given to me on the written letter sent to me by the B.I.
I keep calling the B.I. but no one is answering the phone. Especially in the Legal Division. No one is providing me answers. I cannot find answers in the internet either.
I hope you can help me.

Hello,
I would like information on WHERE to pay for the ₱5,000 fee for the CERTIFICATE OF NON-FORUM SHOPPING AND PAYMENT FEES REQUIRED UNDER IMMIGRATION CIRCULAR NO. SBM-2015-010 OTHERWISE KNOWN AS BI OMNIBUS RULES OF PROCEDURE OF 2015?
I do not know WHERE to pay the ₱5,000 fee or HOW.
Do the letters from BI mean that the person I am complaining about will be deported? I do not want him to be deported. I just need him to provide for the financial needs of our son.
Written below are the two letters that B.I. sent to me as a reply to the letters I sent to their office.

This refers to your 15 June 2020 letter appealing for assistance in order for (THE PERSON COMPLAINED ABOUT) to comply with his monthly fixed financial obligation without further delay, abuse or threat.
BI appreciates the information given. However, BI rules and regulations requires filing of verified Complaint stating: (i) the full name/s of the complainant and his postal address; (ii) name of the Respondent foreigners, his known alias/es, if any, his given or last known address ; (iii) concise statement of ultimate facts constituting the deportation offense alleged to have been committed; (iv) submit a Certificate of non-forum shopping and payment of fees required under Immigration Circular No. SBM-2015-010 otherwise known as BI Omnibus Rules of Procedure of 2015.

This refers to your 12 October 2020 electronic mail seeking assistance in order for (THE PERSON COMPLAINED ABOUT) to comply with his monthly fixed financial obligation to your son without further delay, abuse or threat.
We inform you that the BI's Omnibus Rules of Procedure of 2015 provides for the procedure as well as the form and substance for the filing of deportation complaint, request for visa cancellation by the appropriate party/ies and other pertinent immigration related requests if the foreigner/s committed violation of the Philippine immigration law or already compiled with what is incumbent upon them.
As regards your request for compliance of (THE PERSON COMPLAINED ABOUT) financial obligation to your son, the same is outside the jurisdiction of BI unless coupled with violation of immigration laws. In which case, you may file your deportation complaint at the BI Main Office, Intramuros, Manila in accordance he BI’s Omnibus Rules of Procedure of 2015.

I refer to my letter of Jan 21, 2021 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Where do I pay for the ₱5,000 fee? To pay CERTIFICATE OF NON-FORUM SHOPPING & PAYMENT FEES. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Apr 15, 2021.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
