My FOI Requests #PNP-507883618710 #PNP-704633285346 were both denied with the FDM GIOVANNI CALIAO stating in public
b. There are grounds to believe that this request is being made with plainly discernible improper motive (e.g. harassment) or other analogous circumstances.
Question. What are the improper motives PCOL GIOVANNI CALIAO has accused me of, to deny me my Constitutional Right to Information, as there are grounds to believe that this imputation is being made with plainly discernible improper motive to conceal a crime, as my requested information was to identify a criminal in PRO9

My FOI Request that was Denied with Accusations of Improper motives, was for the name of the Decision maker, as no name, as required by law, was put on the Denial. Very interesting how I can be accused on Improper Motives for asking people follow the Law, when they blatantly ignore the Law.

Dear BGEN NEIL ALINSANGAN, I have received a notification that you have Extended the time to process my FOI Request and you stated the reason for the delay is "the date is being collected briefly"
What exactly does that mean "collected briefly" as that is not English and makes no sense?
What is the reason for the delay ?, as the public imputations about me, were posted on this website on August 20, 2021, as an excuse to withhold my Constitutional Rights, and I have emailed PNP PRO9 more than ten (10) times in the last twelve (12) months asking what Improper Motives you accuse me of, and my emails have been ignored.
Is it improper to request members of the Philippine National Police follow the law when they break it? Are the PNP above the law?

Freedom of Information Decision Maker, PRO9, you are fully aware this Public Information is required in Court Monday morning in the Prosecution of a Criminal Case. If the information is not released prior, you have Obstructed Justice.
I have officially requested you give me (which is required to be given by law) a valid reason (which is required by law) for you extending the release of information by an additional 30 days, when you have already had 15 days, and in some Requests a lot more, and I have had no response.
