Hi I would like to request for the verbatim account of remarks made during the preparation and writing of the Implementing Rules and Regulations (IRR) for Republic Act 9147 or the Wildlife Act of 2001. Based on the actual IRR document I found online (http://extwprlegs1.fao.org/docs/pdf/phi157501.pdf), the IRR is called the Joint DENR-DA-PCSD Administrative Order No. 01, May 18, 2004. It will be helpful if the full documentation/minutes of all meetings related to the crafting of the IRR can be included. Thank you.
