In relation to the implementation of TUPAD, as mentioned in our previous communication, the proponent or DOLE partners like LGU, in coordination with our Provincial Offices identifies the number of beneficiaries based on their proposal or request. We reiterate that it is also the partner LGU/Barangay that identifies the area and schedule of implementation of TUPAD. In this regard, we recommend that you coordinate with the LGU, City Government of Lipa or Barangay Government for the schedule of TUPAD implementation, if any to determine the number of beneficiaries are participating per month.
Further, in the event that this Office has the list being requested, we regret to inform you that the same cannot provided pursuant to Section VII: Exceptions of the DOLE Manual on Freedom of Information which provides that access to official records, documents and information pertaining to official acts, transactions, or decisions, as well as government generated data/information and researches used as basis for policy development shall be afforded the public, subject to such limitations as may be provided under Executive Order No. 2, series of 2016:
