April 2, 2019 Dear Angelita Balid, Greetings! Thank you for your request dated Mar 27, 2019 05:57:04 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Update of the New Manila Airport (Bulacan Airport) and Mindanao Rail. Your FOI request is approved. 1. New Manila International Airport Status: The DOTr has commenced the Comparative Bidding Process, otherwise known as the “Swiss Challenge”. 2. Mindanao Railway Phase 1 Status: Ongoing NEDA review of Upgraded Project and Ongoing Right-of-way and site acquisition If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
