This is to officially request the UP Los Baños Master Development Plan as stated in the letter dated January 31, 2020 addressed to the Office of the UPLB Chancellor.

Dear Mr. Ronase,

This refers to your request dated 17 February 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for a copy of the UP Los Baños Master Development Plan.

The purpose for your request is for research and development.

We regret that we are constrained to DENY your request for the following reasons:

1.	We need to know the specific details as to why you need this information from UPLB, i.e. if it is for R&D, information on your company/organization, the title of the study that you are undertaking, and on who will benefit from the R&D activity.
2.	You need to submit a duly accomplished and notarized Form F.

Article III Section 7 of the 1987 Constitution, which is the basis for the requirement as provided in the UP FOI Manual states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
