Good day. I am Maria Rona Rubrica, daughter of Romeo R. Rubrica an OFW from Qatar which is his work was affected by the pandemic lockdown. May I ask if my mom can receive the cash assistance provided by OWWA for my OFW father? Yesterday my mom received a message from OWWA regarding the unclaimed cash assistance for my father which we applied April last year 2020. However, my father got back to his work last year October 31, 2020. He was unemployed for 9 months due to COVID-19 and his supposed flight last year was on March which is the start of lockdown. Hoping that you could help us regarding

For reference, Maam/Sir.
We already received a text message confirming my father's approved and unclaimed cash assistance from OWWA.
He is an OFW from Doha, Qatar. He got back to his work in Qatar last October 31, 2020 that's why he wasn't able to receive the cash assistance because the approval of DOLE-AKAP NCR is only this year 2021. He was unemployed for 9 months due to COVID-19 lockdown.
My father's name is: Romeo Ringor Rubrica (Ringor is his Middle Name)
Birthdate: May 31, 1970
May we request to change the receiver name to my mother, his wife, which is the beneficiary of the cash assistance?
My mother's name is: Alona Platino Rubrica (Platino is her Middle Name)
Birthdate: September 24, 1973

Thank you for your request dated Feb 01, 2021 12:11:24 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for an update of your DOLE-AKAP Application.
We are sorry but the PRIVACY LAW prevents us from giving information about the status of the DOLE-AKAP application of the OFW ROMEO A. RUBRICA. Only the OFW or his legally appointed representative can transact with DOLE Regional Office-NCR for changes in the name of claimant.
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Administrator Hans Leo J. Cacdac at email: [email protected]. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.
However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
