Purpose: Escalation to waive or bypass the 2 years waiting for my loan application.

Hi I would like to ask if what best way I can do to apply for PAGIBIG MPL, I have a previous loan last 01/07/2022and failed to process payment due to change of employer, there's for posted payment made online which are 01/13/2022, 02/14/2022/ 07/09/2022 and 09/23/2022. Recently I have notice that my contribution was deducted and I found out that PAGIBIG Pasay Branch processed TAV offset last 04/15/2023 without prior notice, PAGIBIG is responsible to give notice to members and contributors prior to offestting the account, now I can't wait for 2 more years to apply for my loan application.
Making some clarification here, PAGIBIG branch did not send any notice for TAV offsetting prior in doing so, they should be responsible in giving heads up to all members of the account will be TAV offsetting.
31 August 2023 Dear MR. MICHAEL ANGELO G. MAGBANUA, This refers to your eFOI request received on 16 August 2023 sent via the eFOI portal of the Home Development Mutual Fund (Fund) wherein you sought assistance on your request to again avail of a multi-purpose loan. According to you, you previously availed of a multi-purpose loan last January 07, 2022 but you were not able to religiously pay the loan amortization due to change of employer. Thus, as represented by you, the Pasay Branch made a TAV offset of your loan balance from your member’s savings and you are now prohibited from again availing of a short-term loan for a period of two (2) years. Kindly be informed that Section 3 of Executive Order No. 2, series of 2016 (Executive Order) grants every Filipino citizen the right to access information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development. In accordance with the aforementioned Executive Order, the Pag-IBIG Fund People’s Freedom of Information Manual (Manual) also states that “Information for Disclosure” includes: information promoting the awareness and understanding of policies, programs, activities, rules or regulations affecting the public, government agencies, and the community and economy (Section 2 of the Manual). Considering that you did not request for any information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development, we are constrained to deny your request.
