Here is the quote / unquote email from the university. "Unfortunately, I received confirmation that we need the official transcripts and diploma in an official sealed envelope directly from the Ministry of Education-Philippines to be mailed to National University. We cannot accept any student copies or electronic transcripts for the official evaluation. National University - Office of the Registrar Attn: Transcripts Department 9980 Carroll Canyon Road San Diego, CA 92131 "
