Hi! May I request for the total population by provinces for the years 2001-2006, 2008, 2009, 2011-2014? The census only has this data for 2000, 2007, 2010, and 2015. The database in PSA only has regional total population, and the provincials are only for 2000, 2007, 2010, and 2015 as well. I've checked the FHSIS as well, and the population there is a mismatch with the data PSA has.

Dear Ricci Rodriguez,
Greetings!
Thank you for your request dated Oct 11, 2017 10:28:43 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
Your Request
You asked for Total population by province 2001-2006, 2008-2009, 2011-2014.
Response to Request
Please be informed that the Philippine Census of Population was undertaken by the Philippine Statistics Authority (PSA) as mandated by Executive Order No. 352 and Republic Act No. 10625, otherwise known as the Philippine Statistics Act of 2013. The Philippine census of population and housing is a regularly occurring and official inventory of the human population as well as housing units in the Philippines. The population is enumerated every 5 years (beginning on 1990, except in 2005 where it was moved to 2007 due to budgetary constraints) and the results are used to allocate Congressional seats (congressional apportionment) and government program funding.
The PSA prepares census-based provincial population projections used for the national and regional population projections. Population projections are estimates of the population for future dates. The population projection can be accessed through http://www.psa.gov.ph/statistics/census/projected-population
On the other hand, the population from the results of census conducted by the PSA were different from the population from Field Health Service Information System (FHSIS) of Department of Health in terms of the concepts used and the reference period. Census of population form PSA uses de jure concept of enumeration wherein households and persons are enumerated in the area where they usually reside as of the census reference date.
Thank you.
Respectfully,
