I am a fourth-year Industrial Engineering student at the Polytechnic University of the Philippines- Sto. Tomas Branch. The purpose of this message is to humbly request permission to collect data on automobile owners, precisely the breakdown of car owners by barangay in Tanauan City, Batangas, from 2015 to 2021. The data will remain confidential and will use purely to evaluate statistics and other information necessary for our research.

I refer to my letter of Nov 24, 2021 03:21:26 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Total number of car owners from 2015–2021 in Tanauan City and the breakdown of car owners per brgy.
In order for us to work further on your request, we need more information from you regarding your query. While our aim is to provide information whenever possible, in this instance this Office cannot provide you the information you are requesting. The LTO abides by the Data Privacy Act. Personal information cannot be publicly-published using the FOI Platform. However, we do have the following data if you wish to have them instead:
1. Number of Motor Vehicles Registered, New- Renewal, By Region, By type of MV;
2. Number of Licenses and Permits Issued by Region, and by Classification;
3. Statistics on Applicants Examined, Licenses Issued and License Cases Handled by Agency.

To begin, I'd want to express my gratitude for noticing and replying to my request at your good office.
In response to your message about the further information needed in my request, my group is currently researching a feasibility study titled "Implementation of RFID-based Automated Parking Management System: A Project Feasibility."
In our study, we humbly inform you that we are in the process of gathering data wherein our respondents are car owners in Tanauan City, Batangas. The purpose of my request is to seek permission from you to obtain information on the total number of car owners from 2015–2021 in Tanauan City, as well as the breakdown of total car owners by barangay. The reason we need to know the number of car owners is to get a grasp of the sample size required for responses.
To be precise, my request is limited to personal information on car owners in Tanauan City. The figures representing the total number of registered car owners in Tanauan City are the subject of this request.
Rest assured that the data we obtain will remain confidential and will be used solely to assess statistics and other required information in our study.
