Dear PCIEERD, I write to request the data for the total ANNUAL cost of DOST's journal subscription with Elsevier and other similar companies from 2000 to present (2021). This is in connection with this press release: https://www.elsevier.com/about/press-releases/corporate/philippines-department-of-science-and-technology-renews-journal-access-subscription-with-elsevier Originally, my request was directed to the DOST, but DOST denied my request, claiming that they don't have the information.
