Henry John Jalbuena issued this DOLE certificate on my wife, Clarita Lilia Lacson. The nullification of the certificate should have been done months ago, however my wife spoke to your Regional Director(Reg. 6), but he refuses to do it. Send it to Bello he says because he refuses. I beseech the honorable Labor Secretary to nullify Jalbuena's certificate on my wife so can move on with our lives. Thank you.
sincerely ,
Carlos E. Beltran

Sorry that I did not respond immediately, I was out to sea in a fishing expedition - no wifi or internet access out there. Apparently, you need clarification however the DOLE FOI OVERALL CHAMPION/ the honorable Labor Secretary Sylvestre Bello III is already quite aware of the facts on this matter. Neverthe less, I shall clarify that which is not clear. Henry John Jalbuena issued an official DOLE certification that was used in a deportation complaint with the Bureau of Immigrate. The said document disclosed personal information which: 1. The DOLE does not have; 2. was prohibited pursuant to FOI Order and the Data Privacy Act; 3. is not within his jurisdictional authority pursuant to the DOLE Departmental Order 186 series 2017. I shall send another FOI request addressed to you Michelle Domingo where I shall attach documents which might help clear things up for you, after all these are DOLE documents.

Whether the system administrators will pass them unto you, this I cannot guarantee. But you are welcome to email me at [email protected] by Tuesday May 7, 2017 if you don't hear from the system administrators, so I can send it directly to you then. Thanks.
