Your Request
You asked for local rules for building a casino-hotel in Clark Freeport Zone.
Response to Request
Based on the Gaming Licensing and Development Department memorandum dated March 4, 2020, please be informed of the following:
If the request pertains to an Integrated Resort (IR), in the likes of Royce Hotel and Casino or Widus Hotel and Casino, then, the following are the needed information in developing a project at the Clark Freeport Zone:
1. Rules and Regulations:
a) Currently, to secure a certification from the Office of the President, exempting the IR project from the moratorium issued by the said office in January 2018 or until such moratorium is lifted.
b) Secure a Letter of No-Objection or a Resolution of No-Objection from Clark Development Corporation (CDC), which has the jurisdiction over the project in
Clark Freeport Zone.
2. Allowed Games:
a) Baccarat
b) Blackjack
c) Pontoon
d) Roulette
e) Casino War
f) Craps
g) Stud Poker
h) Big & Small
i) Money Wheel
j) U) Pai-Gow
k) Pula at Puti
l) Slot Machines
m) Electronic Gaming Machines
n) Poker
Other games may be proposed by Licensee subject to the approval of PAGCOR.
3. Spaces Required:
a) Total land area of at least four (4) hectares. A minimum of fifty percent (50%) of the total land area shall be dedicated to gaming and non-gaming facilities that directly relate to the operation of the integrated resort.
b) Total Gross Floor Area of at least Fifty Thousand square meters (50,000 m2
c) Gaming Area shall not exceed 7.5% of the Total Gross Floor Area
4. Standard Requirements:
a) An investment commitment of at least TWO HUNDRED MILLION
UNITEDSTATES DOLLARS (US$200,000,000.00) of which a minimum of
EIGHTY MILLION UNITED STATES DOLLARS (US$80,000,000.00) will be
fully invested and utilized in the development within two (2) years from
issuance of the Provisional License.
b) Company Documents:
i. Company Profile
ii. Company Registration, Articles of Incorporation and By-
Laws
iii. Accomplished Director's and Officer's Personal History
Statement Forms
iv. Organizational set-up
v. Financial profile including audited financial statements for
the last three (3) years operation.
vi. Bank certification of availability of adequate credit facilities
for financing the project
a. Proposal Concept
i. Business Plan
ii. Narrative Description of the Project
iii. Preliminary Colored Renderings/drawings of Concept
iv. Feasibility Study
v. To identify which group will undertake the management of the
casino
ii. (Casino Operations Management)
