Your request
1. Number of cases of neglected, abandoned and retiree senior citizens or elderly in Region III.
2. Number of cases of neglected, abandoned and retiree senior citizens or elderly in Pampanga
3. Number of cases of neglected, abandoned and retiree senior citizens or elderly in San Fernando, Pampanga
4. List of programs implemented by DSWD for the elderly.
5. Success rate of the said Programs.
Response to your request
We shall partially grant your request as to items 4 and 5 and we shall refer your request with respect to this matter to the proper DSWD office.
For items 1, 2 and 3, the DSWD does not have the information you need. DSWD has limited information as to the number of elders who were abandoned, abused and neglected as well as staying in residential care facilities run by DSWD. Further, the DSWD does not have a residential facility for the elderly in Field Office III.
It is the Philippine Statistics Authority (PSA) that may have the data you require for item no. 1. Under Republic Act 10625 (the “Philippine Statistical Act of 2013”), the PSA is the government agency responsible for preparing and conducting periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy. Hence, you may wish to direct your request to the PSA by submitting a request to the PSA via this portal. You may also contact the PSA by telephone at 462-6600 locals 839, 833 and 834 or via email at

Further, you may wish to direct your request to the Local Government of San Fernando Pampanga, as the proper authority.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
