February 13, 2023 Dear Mr. Panotes, I refer to your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for The number of students by provinces. Since you did not provide proof of Filipino citizenship which is required under the UP FOI Manual, we regret that in the meantime we are constrained to put your request on hold. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized. Since your request will involve the search of voluminous records, we are constrained to invoke the provision of the UP FOI Manual and the abovementioned E.O. that allow us to request for an extension of time within which to process your request. July 12, 2023 Dear Mx. Panotes, Greetings! For your request dated Feb 09, 2023 11:01:10 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You requested information on the number of students segregated by Philippine provinces, the identification of the Philippine province with the highest number of UP students, and the timeframe for the data which is from 2010 to 2022. Data on these are transmitted by the UP System Office of Admissions to the Registrars’ Offices of UP Constituent Units. To provide the information as you require, the registrar's offices of each campus will have to manually process 12 years’ worth of data that are in their possession. Your FOI request cannot be complied without the UP (i.e., the UP System Admissions Office and the Registrars Offices of each UP campus) investing manpower and time resources. Hence, your request falls in the category of unreasonably complex request (FOI MC No.5, Sec 4d) and is therefore denied.
