Number of schools with SPED program and SPED centers in the Philippines by region and by municipality or city
a. how many are elementary schools
b. how many are high school
how many schools in the Philippines are specialize to cater only the blind and deaf children (for instance the Philippine National School for the Deaf.)
a. their school names
b. where are they located
Info from year 2022 is more than appreciated but if you could provide 2023 info I'd be most thankful

Good morning, I'm Marco Desades a 5th year architecture student at the Technological Institute of the Philippines. I'm currently working with my thesis project entitled: GABAY: Designing A Holistic Learning Environment for Blinds and Deaf Bridging Gaps in Education Embracing Differences Through Inclusive and Adaptive Architecture.
My project aims to address the following problems:
The project aims to establish an appropriate educational environment for children who are blind and deaf, which a population often marginalized due to financial limitations and insufficient access to resources.
Many schools in the country do not offer Special Education (SPED) programs, and even those that do often lack the appropriate facilities to accommodate the specific needs of blind and deaf children. The insufficiency of infrastructure, untrained staff, and inadequate resources all pose significant obstacles to creating an inclusive and adaptable educational environment that ensures a high quality of education.
Due to this lack of facilities, several underlying problems have emerged as a result. These include:
A high number of children, especially those who are blind or deaf, lack access to proper education.
Children with disabilities are experiencing an educational lag compared to regular students.
There is a significant education gap between regular students and students with disabilities.
Parents frequently exhibit overprotective behaviors that prevent them from sending their children to school. As a parent, they are concerned regarding the safety and well-being of their blind and deaf children.
There is a growing number of teens and adults who didn't have the opportunity to attend school due to their disabilities.
People with disabilities continues to be disproportionately represented among the world's illiterate and economically disadvantaged, primarily due to barriers in accessing quality, equitable, and inclusive education.
Assistive technology designed for individuals who are blind or deaf is expensive. Unfortunately, many families dealing with these situations are financially limited and struggle to provide the necessary technological assistance for their blind or deaf child.
My projects goals and objectives are as follows:
1. To establish an inclusive educational environment that caters to the unique needs of blind and deaf children, fostering equal educational opportunities and promoting inclusivity.
2. To provide architectural solutions that enhance accessibility and provide appropriate facilities to address the challenges faced by blind and deaf children in the educational setting.
3. To address the existing educational disparities between children with disabilities and regular students through architectural interventions that optimize the learning environment for all.
4. To utilize architectural design to foster awareness and understanding among students, parents, and educators about the challenges faced by blind and deaf individuals, promoting empathy and inclusive attitudes.
5. To create an educational environment that empowers blind and deaf children, nurturing their self-esteem, confidence, and talents, enabling them to reach their fullest potential.

2. The location and name of the schools in the Philippines that are specialized to cater only the blind and deaf children.
I have to comprehensively study the data of the sped school in the country for me to realize if my chosen location for my project has already have the enough support to help the blind and deaf children in their education. I have to locate where in the Philippines has the least number of sped school and has a high number of blind and deaf children.
My projects aims:
1. To establish an inclusive educational environment that caters to the unique needs of blind and deaf children, fostering equal educational opportunities and promoting inclusivity.
