15 June 2020 Dear Ms. Meca Shayne Ann Dumlao, Greetings! Thank you for your request dated 28 May 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following from the years 2014 to 2019: (1) Number of human trafficking cases in Iloilo City; and (2) actions, programs, policies of the CSWDO in combatting human trafficking. Response to your request Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. For number (1), the Inter-Agency Council against Trafficking (IACAT) is the body mandated by law to coordinate and monitor implementation of Republic Act No. 9208 (the Anti-Trafficking in Persons Act of 2003). The IACAT, an attached agency of the Department of Justice, may have the data you need. Hence, you may wish to direct your request to the IACAT by submitting a request to the IACAT via this portal. You may also contact the IACAT by telephone at 525-2131 / 527-2363 or via email at [email protected]. Further, the data might be available at the Philippine National Police (PNP), specifically the Women Children Protection Center (WCPC), since people report crimes, like human trafficking, to the PNP directly. Hence, you may wish to direct your request to the PNP by submitting a request to the PNP via this portal. You may contact them by telephone at 8723-0401. For number (2), the CSWDO is not under the DSWD, it is directly under the Local Government Unit per the Local Government Code. Thus, you may wish to direct your request to the CSWDO of the LGU of Iloilo City. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
