2) Wind Velocity Chart of the site.

Good day! I am Jet G. Libardo, an Architecture Student of the Rizal Technological University, Boni Avenue, Mandaluyong City.

In partial fulfillment of the requirements for the degree Bachelor of Science in Architecture, I am working on my Undergraduate Architectural Thesis Research titled "LUPAD: A New Dumaguete-Bacong International Airport Complex, An Intelligent and Contemporary Filipino Architecture Integrated with Post-Pandemic Adaptive Design in Bacong, Negros Oriental"

The main purpose of this study is to propose a new design for the New Dumaguete (Bacong) Airport that adapts to the new normal, stressing disease outbreak resilience in future airport planning, design, and preparedness techniques. Enhancing the user experience by designing an airport environment that responds fast and protects passenger health and safety in order to restore passengers' trust into taking flights again.

To help alleviate operational issues, using Post-Pandemic Design in conjunction with Intelligent Architecture in this project would reduce the danger of pandemic transmission in the airport by embracing new touchless, pandemic-smart technologies.

I believe, this proposal may inspire others to look forward in airport planning adapting the Post-Pandemic Design, to make the future airport design safe and healthy.

This will enable me to complete my project work and finish my degree on time.

This respectfully pertains to your eFOI request regarding the New Dumaguete (Bacong) Airport with tracking no. #DOTr-810746100376.

Pursuant to the State policy to full disclosure, subject to reasonable conditions prescribed by law and the Constitutional right of people to information on matters of public concern, Executive Order No. 2, series of 2016 ("E.O. No. 2"). was issued ordering the access of every Filipino to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development. The right to access to information is however limited and shall be denied when the information falls under any of the exceptions enshrined in the Constitution, existing law or jurisprudence.

Relative thereto, an Inventory of Exceptions was issued by the Office of the President for the guidance of all government offices and instrumentalities covered by E.O. No. 2 and the general public. The list is without prejudice to existing laws, jurisprudence, rules or regulations authorizing the disclosure of the excepted information upon satisfaction of certain conditions in certain cases.

After careful review of relevant laws, rules, orders and regulations, we submit the following comments and observations on your request for information regarding the New Dumaguete (Bacong) Airport.

The requested Wind Rose Diagram of the Municipality of Bacong and the Wind Velocity Chart cannot be disclosed. The Department, being the recipient of the subject study, has the duty to safeguard the trade or industrial secrets against competitors of said individuals, consulting firms, and institutions.

Furthermore, kindly note that the consultants commissioned to conduct the  feasibility study holds copyrights over the work, and as such, the study would not be for the Department to distribute.

It contain matters covered by deliberative process privilege under the Inventory of Exceptions, E.O. 2 (s.2016).
