26 September 2019 Dear Mr. Ydell Songalia, You requested for information on the following: “(1) Statistic/numbers of Blind People in the Philippines; (2) Statistic/numbers of Blind People in Region 8; (3) Number of facilities available for Blind people in the Philippines; (4) Top 10 most numbered provinces in the country with blind people; and (5) List of available School facilities for the blind in Region 8 PH”. Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. Pursuant to Presidential Decree 1509, as amended, the National Council on Disability Affairs (NCDA) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. Additionally, under Republic Act 10625 (the “Philippine Statistical Act of 2013”), the Philippine Statistics Authority is the government agency responsible for preparing and conducting periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy.
