Dear Anne Ferraz,
I refer to my letter of Oct 28, 2019 04:46:07 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for The average number of daily commuters in all of the MRT and LRT lines.
Per memorandum released by our Legal Affairs Office last 24 August 2018, any person who request information or documents in DOTr via the eFOI portal should "reasonably describe the information requested, and the reason for, or purpose of, the request for information." This also in accordance to E.O No. 2, s. 2016.
In order for us to work further on your request, we need more information from you regarding your query. Please state from what school you are, what is the purpose of the request, and to what extent you will use the information that you are requesting.
For the average number of daily commuters in MRT-3, kindly specify the coverage period of the data you are requesting.
While our aim is to provide information whenever possible, in this instance this Office does not have the information regarding the average number of daily commuters in all LRT lines. However, you may wish to contact Light Rail Transit Authority (LRTA) on the same eFOI portal at https://www.foi.gov.ph/requests?agency=LRTA for the LRT Line 2.
You may also visit the Light Rail Manila Corporation (LRMC) in their office at Engineering Building, LRTA Compound Andrews Avenue, Pasay City Metro Manila or contact them via https://lrmc.com.ph/contact-us/.

Dear Anne,
I refer to my letter of Oct 29, 2019 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for The average number of daily commuters in all of the MRT and LRT lines. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Jan 21, 2020.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
