Good Day! I am Daniel Nacorda, a first year college student of Cebu Normal University. I just want to asks your office if what is the basis of the CHED to choose the TES Grantees, where I observe some of the grantees are not that poor or they can really sustain their needs, while other student who really needs help and apply for that subsidy doesn't qualify to get that subsidy. As I understand, TES is for the student who can't sustain their daily and school needs. I do hope CHED and DSWD will really look into the real situation of the student, not only by a random selection of the grantees

July 9, 2020 Dear Daniel Nacorda, Greetings! Thank you for your request dated Oct 08, 2019 07:37:51 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for TES Grantees. Your FOI request is approved. I enclose a copy of all of the information you requested. This has reference to your letter sent through the Electronic Freedom of Information website of the Commission on Higher Education (CHED) regarding your request for information on the basis of selection of TES grantees. Please be informed that the Tertiary Education Subsidy program is subject to a prioritization scheme and availability of funds. Conversely, slots are limited and would depend on the budgetary appropriation as well as the circumstance that the priority beneficiary per category have been accommodated in the following order: 1. Continuing TES student-grantees; 2. Students enrolled in private HEIs located in a city or municipality with no existing SUCs and CHED-Recognized LUCs shall be required to submit documents certifying their residency in the same city or municipality where the private HEI is located; and 3.
