This study entitled Computerized Payroll System for Department of Environment and Natural Resources Office - Community Environment and Natural Resources Office, Lagangilang focused on the development of the computer-based payroll system. Specifically, it addressed the objectives: 1) To determine the adequacy of ICT resources as to: a) Computer Hardware, b) Computer Software, and c. Manpower; 2) To determine the status of the existing operations of payroll system as to: a) Performance, b) Information (Input, Stored Data, and Output), c) Economy, d) Control, e) Efficiency, and f) Service; and 3) To determine the level of usability as to: a) Efficiency, b) Affect, c) Control, and d) Learnability.
It used the descriptive and developmental types of research and RAD methodology was used in developing the system. There were two (2) DENR staff which comprised of two employees from the administration section, one from the cashier and one Administrative Officer IV who provided answers to the adequacy of ICT resources of DENR-CENRO. They have also evaluated the level of usability of the system. While there were 10 respondents which involve the four sections of DENR-CENRO Lagangilang, two came from the Administrative Services (Admin), four from the Forest Management Service (FMS), three from the Land Management Service (LMS) and one from the Protected Areas Wildlife Coastal Zone Service (PAWCZS) employee who evaluated the status of the existing operations of the payroll system of DENR-CENRO Lagangilang. Wetherbe's PIECES framework evaluation questionnaire was used. After the development of the system, the researchers measured the level of usability of the system administering the SUMI questionnaire to the chosen respondents. To quantify the gathered results, the researchers made use of the mean and overall mean as a statistical tool for data interpretation. Findings of the study revealed that the ICT resources of DENR-CENRO Lagangilang were adequate to adopt the proposed system, the existing operations of the payroll system section of DENR-CENRO Lagangilang were a constraint; the office needs a Computerized Payroll System to improve the level of accuracy in the computation of payroll. Based from the result of the usability test of the respondents moderately agreed that the system is usable as evidenced by the grand mean rating of 2.98. Based from the conclusions of the study, the agency has the capability of adopting the CPS; there is a need for the agency to have a computerised payroll system in order to have faster response time between transactions requested by employees of DENR-CENRO Lagangilang. The Computerized Payroll System for DENR-CENRO must be developed using the Rapid Application Development (RAD), the Computerized Payroll System for DENR-CENRO must be implemented.
