March 12, 2019 Dear Sean Li, Greetings! Thank you for your request dated Mar 11, 2019 11:36:28 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Status of the Dalian Trains for MRT 3. Response to Request Your FOI request is approved. Below is the response of DOTr Undersectary for Railways Timothy John Batan. "Each and every one of the 48 Dalian Light Rail Vehicles (LRVs) or bagons are required under the contract to go through a series of testing and commissioning procedures, which includes a 1,000-km. non-revenue run. On top of the testing and commissioning procedures, together with the Philippine National Railways (PNR), each and every one of the 48 LRVs also go through a 150-hours validation limited revenue run to demonstrate compliance with the contract's RAMS requirements. Upon the instruction of Secretary Arthur Tugade, we will not compromise on the safety and compatibility of the Dalian Trains in MRT-3, which is why we are ensuring that all testing, commissioning, and validation procedures are completed before each and every train is deployed for regular revenue service."
