June 3, 2019 Dear Rio Henri, Greetings! In connection with your request dated May 15, 2019 regarding the information on programs for tobacco farmers and manufacturing workers, we would like to inform you of the following: 1. On DOLE programs for tobacco farmers and tobacco manufacturing workers, there was no Implementing Rules and Regulations (IRR) specific for these workers as we are using the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) guidelines in implementing alternative livelihood for tobacco farmers and workers. The DOLE Integrated Livelihood Program (DILP) and Emergency Employment Program (EEP) are components of the DILEEP. Said program caters to agriculture workers in general. For more information about DILEEP, you may access the file of DO 173-17 at www.dole.gov.ph . Also, you can visit our website: www.bwsc.dole.gov.ph In addition, we have no other program specifically intended for tobacco farmers and tobacco manufacturing workers. 2. The annual budget allocation sourced from the Sin Tax Reform Law for the implementation of the DOLE Integrated Livelihood Program and Emergency Employment Program is P10M starting in 2015 only. Both DILP and EEP are regular programs funded under the GAA. Regarding your request for data on the annual number of beneficiaries and amount disbursed by municipality and by region from 2012 to most recent, are you referring to tobacco farmers whose projects were funded by the Sin Tax Funds?
