I am Geraldine E. Asis. I'm currently taking up my Master's Degree in Special Education in Cebu Normal University. I am asking assistance from your good office to provide information for my research paper. The focus of my work is to provide a profile of SPED teachers in the Philippines. It will include the number of Sped Teachers in the public school work force from 1991 to present.

RATIONALE
Special education is a very important component of education. Schools should cater to all students that is why we need SPED teachers. The Individuals with Disabilities Act define Special Education as “Specially designed instruction, at no cost to parents, to meet the unique needs of a child with a disability.” The term “disability” encompasses a wide range of impairments, such as: Autism, Deaf-blindness, Deafness, Developmental delay, Emotional disturbance, Hearing impairment, Intellectual disability, Multiple disabilities, Orthopedic impairment, Other health impairment, Specific learning disability, Speech or language impairment, Traumatic brain injury, Visual impairment and including blindness. Children with special needs should never be neglected. In order for them to become productive members of society they need to be taught well. It is their only way to survive and keep up with the high demands of the 21st century.
The present trend today in the Philippines is that schools abroad offer teaching opportunities for Filipino SPED teachers. A lot of Filipino SPED teachers are willing to trade their regular positions to these temporary jobs abroad. These teachers are not fresh graduates with zero experience. They are the teachers with years of experience, board exam topnotchers, masters and doctorate degree holders and trainers. They are what we consider as the cream of the crop. It is a waste losing these type of teachers. They are the assets of the schools. They can contribute a lot and through their expertise they can make a difference with the lives of our special children. Let us try to understand the reason behind their choice and see what we can do to avoid facing possible SPED teacher shortage in the future.
A lot of SPED teachers here in Cebu already left the country. They get better pay overseas. Though it seems great but do people really understand what made these teachers decide to leave the country? Most people say it is just about the money but there are also other factors that could have made them decide to look for better opportunities outside the Philippines. Leaving their families, adjusting to new environment, adapting to foreign culture and language barrier are few of the challenges that they need to overcome. It is essential to understand what drives them to do such risks. It is odd that most of these teachers are already employed in the public schools which we consider as one of the most stable jobs in the country.
Choosing this topic about SPED teachers flying abroad is timely because of the trend and increase in the number of SPED teachers leaving the country. The aim here is to know what motivates them to go overseas. To see the trend of SPED teachers deployed to other countries. To know more what are their reasons for quitting their jobs. To get a better understanding about what can be done so that our SPED teachers will choose to stay and be with our special children. To get their sentiments on what they wish to see in our schools that could have made them stay.
