5 May 2021 Dear Mr. Edealdo Bustamante, Jr., Greetings! Thank you for your request dated 21 March 2021 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested for the following information: (1) Clarification on who will qualify for the Social Pension for Indigent Senior Citizens, specifically, whether or not senior citizens who has/have child/children working in the government are qualified for the program. Response to your request Unfortunately, the DSWD is no longer the appropriate government agency to answer your query. Thus, we are constrained to deny your request. Under Section 11 of the newly-passed Republic Act No. 11350 [NATIONAL COMMISSION ON SENIOR CITIZENS ACT], all functions, programs, projects and activities which are being undertaken by the Department of Social Welfare and Development (DSWD) for the formulation, implementation, and coordination of social welfare and development (SWD) policies and programs for the poor, vulnerable and disadvantaged senior citizens shall be transferred to the National Commission of Senior Citizens (NCSC). Thus, you may wish to direct your concern to the NCSC. However, the latest issuance of the DSWD regarding the Social Pension for Indigent Senior Citizens is DSWD Memorandum Circular No. 4, series of 2019 entitled Omnibus Guidelines in the Implementation of the Social Pension for Indigent Senior Citizens and can be downloaded at https://www.dswd.gov.ph/issuances/MCs/MC_2019-004.pdf. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
