To Whom It May Concern:
Hello! My name Brooke Tubbs and I am a current U.S Fulbright Student here in the Philippines. My interests are in advocacy for individuals with disabilities and Occupational Therapy. Because of this, I proposed a research project surrounding Inclusive Education in the Philippines titled: “Inclusive Education Programs in the Philippines: Identifying Teacher’s Perspectives.” The purpose of the study is to identify Filipino teacher’s sentiments, attitudes, and concerns surrounding the education of students with disabilities.
Data collection will be in the form of a survey. It is my aim to randomly select schools within different regions of the Philippines in order to have a nonbiased subject pool. In order to do this, I need a Master-list of all the public and private elementary, secondary, and SPED schools in the Philippines with contact information. The following is a list of the items I am requesting access to: (1) Master-list of Public Schools by Region SY 2017-2018, (2) Master-list of Private Schools by Region SY 2017-2018, (3) Master-list of Schools Offering SPED Programs by Region SY 2017-2018, (4) Public School Enrollment by Region SY 2017-2018, (5) Private School Enrollment by Region SY 2017-2018, (6) SPED School Enrollment by Region SY 2017-2018.
The first three items on the list will provide me will the information that I need randomly choose schools to participate in my research. The last three items on the list will give me background information regarding how many students are enrolled in schools. This information will be used for the final product of my research. The intended output is to be a presentation and a published paper.
The following is an abstract of my project:
This project seeks to identify the perspective of teachers on the implementation of inclusive education (IE) programs within schools following the adoption of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) by the Philippines in 2007; article 24 of the CRPD requires that schools provide an IE system to all students throughout their schooling, including those students with disabilities. In 2000, before the CRPD was signed by the Philippines, only 2.6% of children with disabilities were attending schools that were appropriately equipped to adapt to their needs. After the signing, schools began implementing these IE programs. However, there is a lack of literature surrounding how teachers have responded to such programs, a topic that deserves investigation as it provides insight on development of these programs in the future. My hypothesis is that Filipino teachers may have been resistant to these IE programs due to lack of training, lack of resources, and challenges in maintaining the same caliber of learning for all students.
