To Whom It May Concern: I would like to ask for a copy of BI Operations Order No. SBM-2014-013A, which pertains to the issuance of Orders To Leave (OTL) in view of 47(a)(2) visa downgrading applications. The BI website does not seem to have this copy even though the issuance is being cited in all of the BI's OTLs. I understand this has already been requested here in foi.gov.ph but the file in response thereto is no longer downloadable/ Thank you for your kind assistance.
