7 May 2020 Dear Ms. Jean Mirador, Greetings! Thank you for your request dated 5 May 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following with regard to the SAP Masterlist in Pasacao, Camarines Sur for transparency purposes only: (1) Masterlist of covid19 SAP recipients in Pasacao, Camarines Sur; (2) UCT covid19 assistance recipients in Pasacao, Camarines Sur; and (3) Senior Citizen covid19 assistance recipients in Pasacao, Camarines Sur. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. For number (1), however, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at your barangay regarding this matter. Unfortunately, for numbers (2) and (3), the information you are requesting falls under the list of Exceptions to the Right of Access to Information enumerated in the Inventory of Exceptions to Right to Access to Information issued by the Office of the President (attached as ANNEX B to the FOI Manual of the DSWD).
