Your request
You requested information on the following for transparency and accountability: (1) List of all SAP beneficiaries in Brgy. Bagong Silangan, Quezon City because your barangay did not show the list to the public and you claim that there has been an unjust distribution of the said monetary assistance; and (2) What are the qualifications in order to be a beneficiary?.
Response to your request
Number (1), unfortunately, is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request with respect to number (1).
However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at
[email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic.
As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at your barangay regarding this matter.
Further, if your barangay officials has not released the SAP List and other related concerns, you may also wish to direct your concern to the DILG by submitting a request to them via this portal. You may also contact them by telephone at 8876-34-54 or fill-out the form located at their Public Assistance Center page at https://www.dilg.gov.ph/public-assistance-center.
For number (2), the information you requested is available online. The mother Memorandum Circular (MC) is MC 004, s. 2020 entitled Special Guidelines on the Provision of Social Amelioration Measures by the Department of Social Welfare and Development to the Most Affected Residents of the Areas Under Community Quarantine and Continuation of the Implementation of the Social Pension for Indigent Senior Citizens and the Supplementary Feeding Programs and has been amended by MC 005, s. 2020, MC 006, s.2020, MC 007, MC 010, and MC 011 s.2020.

Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
