11 May 2020 Dear Mr. Marvin Lagdao, Greetings! Thank you for your request dated 7 May 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following: (1) Copy of the list of SAP Beneficiaries in Baguio City and Solsona, Ilocos Norte for verification of beneficiaries because your family and relatives didn’t get any assistance and they are qualified to receive as they are part of 4Ps. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. Memorandum Circular No. 10, series of 2020, entitled Amendments to Memorandum Circular No. 05, series of 2020 on the Provision of Social Amelioration to Pantawid Pamilyang Pilipino Program (4Ps) available at https://www.dswd.gov.ph/issuances/MCs/MC_2020-010.pdf provides in (6) that 4Ps households, especially those with cash cards, shall therefore receive the emergency subsidy in full amount as top-up to their cash grants and rice subsidies. They will no longer be required to fill out Social Amelioration Cards and will no longer be eligible to receive other forms of assistance under DSWD and DOLE. Thus, you may advise them to check the balances of their cash cards, if they have one, or check if the SAP emergency subsidy is included in their next pay-out. However, you may still contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at the respective barangays in Baguio City and Solsona, Ilocos Norte barangay in Baregarding this matter. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D.
