Dear DOTr, I would like to request for a copy of the Statement of Appropriations, Allotments, Obligations, Disbursements, and Balances (SAAODB, FAR-1) for the three quarters so far of FY 2016, in open data or editable format (XLSX, XLS, CSV, or other but not PDF). I note that the SAAODBs of DoTr as of Q3 is already posted on your website via your Transparency Seal; however, it s not in a user-friendly format. I also highly suggest that, henceforth, you post the open data file of the SAAODBs on your Transparency Seal alongside the PDF file. Thank you so much!
Hello DoTr, may I follow up on this request? 10 days has passed and it hasn't been acknowledged even. Merry Christmas!
Dear DoTr, The 15-working day time frame for responding to my request has already lapsed. Per Sec 12 of EO No. 2 s. 2016, "If the government office decides to deny the request, in whole or in part, it shall as soon as practicable, in any case within fifteen (15) working days from the receipt of the request, notify the requesting party the denial in writing. The notice shall clearly set forth the ground or grounds for denial and the circumstances on which the denial is based. Failure to notify the requesting party of the action taken on the request within the period herein stipulated shall be deemed a denial of the request for access to information." I appreciate feedback if my request had indeed been denied, the grounds for such denial if it is indeed the case, so I may exercise my right to appeal my request (per Sec 13). Thank you.
August 31, 2017 Dear Francis Capistrano, Greetings! Thank you for your request dated Dec 07, 2016 07:42:47 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for SAODB Report for Q1-Q3 2016 in Open Data Format. While our aim is to provide information whenever possible, in this instance this Office cannot provide the open data format of the 2016 SAODB report for 2016. We sincerely apologize that it took this long to respond to your query because we really tried to ask our Management Information System to upload it. However, they only have PDF files as of this time. Thank you. Respectfully, DOTR-DM DOTR FOI Officer
