This refers to your electronic mail forwarded to the electronic Freedom of
Information portal of the Department of Budget and Management, requesting for any information about the current salary of the Barangay Officials of Mogpog, Marinduque.
Section 333 of Republic Act No. 7160, the Local Government Code of 1991, provides that the Sangguniang Bayan (SB) of Mogpog, Marinduque shall have the power to review the barangay ordinance authorizing the annual appropriations of the said barangays in the Municipality. The submission of the annual budgets of the barangays to the SB is through the Municipal Budget Office (MBO), being the technical arm of the former. In view of this, the MBO of Mogpog is the appropriate Office to provide you the requested or needed data/information regarding your concern.
Be that, as it may, we would like to provide you the highlights/updates relative to the compensation of the barangay officials which we think are very useful in the conduct of your study/thesis.
Local Budget Circular (LBC) No. 63 was issued October 22, 1996, prescribing the
implementing guidelines on the grant of honorarium of Barangay Officials or the
“Position Classification and Compensation of Barangay Officials and Personnel”.
In the aforementioned Circular, barangay officials shall be compensated in the form of honorarium. The minimum honorarium of barangay officials is set at P1,000 per month for the punong barangay and P600 per month for the sanggunian barangay members, barangay secretary and barangay treasurer.
Subject to the availability of funds and the general limitation on personal services, i.e. the annual appropriations for Personal Services shall not exceed the 55% of the total regular income from the next preceding year of the barangay, the honoraria rates of the barangay officials may be adjusted or increased. However, such adjusted rates shall not exceed the rate equivalent to the first step of the following salary grades in the city or municipality where the barangay belongs:
SG-14 for the punong barangay
SG-10 for the sanggunian barangay members,
barangay secretary and barangay treasurer
Barangay tanods and members of the Lupong Tagapamayapa may be granted
honorarium, allowances, or other emoluments provided the total amount shall not exceed the minimum salary rate for SG-1.
In addition, barangay officials whether elective or appointive are entitled to Mid-Year and Year-End Bonuses equivalent to their one month honorarium for each bonus, which shall be determined by the Sangguniang Barangay.
Likewise, pursuant to LBC No. 149 dated January 10, 2023, the Implementation of the Fourth Tranche of the Modified Salary Schedule for Local Government Personnel Pursuant to Republic Act (RA) No. 11466, the barangay officials are also covered in the said salary increase. The copy of LBC No. 149 may be downloaded from the DBM website at dbm.gov.ph.
The following provisions of the said LBC No. 149 concerning the increase in
honoraria of the barangay officials are as follow:
“8.0 Honoraria Adjustments for Barangay Officials and Employees
8.1 The maximum honoraria rates prescribed for barangay officials and
employees under LBC Nos. 63 and 137 may be adjusted following
the salary schedule adopted by the municipality or city where the
barangay belongs, subject to the PS limitation under Section 331(b)
of R.A. No 7160.
8.2 If barangay funds are not sufficient and sustainable to implement the
honoraria rates authorized under Item 8.1, the Sangguniang
Barangay may adjust the honoraria at lower rates but at a uniform
percentage of the rates in Item 8.1 for all barangay officials and
employees.
