Hello we would like to seek help with what rules or laws, IRR, legal process in Re-clsssifying a barangay road lot to allow basketball or structures built on it. What is the clear law for this matter? Thanks.

Thank you for your request dated Nov 13, 2022 10:40:13 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Road Re-classification RULES & REGULATIONS. Response to your request E.O. No. 124, Series of 1987, reorganizing the Department of Public Works and Highways, state among others, “the Minister (now Secretary) of the Ministry (now Department) of Public Works and Highways shall have the power to classify roads and highways into national, regional (interpreted as routes of primary arterial roads), provincial, city, municipal, and barangay roads and highways, based on objective criteria it shall adopt; provide or authorize the conversion of roads and highways from one category to another.” Road conversion relates to funding or ownership of the road or which organization is responsible for managing and maintaining an individual road. Normally, national roads are managed by the National Government and local (Provincial, City, and Municipal) roads are managed by the Local Government.
