What are the procedures for one to attain a certificate of indigency? This is for our private initiative to give relief goods towards sectors afflicted socioeconomically due to COVID-19

22 October 2020 Dear Mr. Girard Lopez, Greetings! Thank you for your request dated 15 October 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following for research purposes to aid your group in prioritizing whom to give your relief aid to, via private initiative: (1) What are the requirements for a citizen to be classified as indigent in Region VI - Western Visayas?; and (2) What are the procedures for one to attain a certificate of indigency? Response to your request Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. For number (1), it is the Philippine Statistics Authority (PSA) that may have the data you require. Under Republic Act 10625 (the “Philippine Statistical Act of 2013”), the PSA is the government agency responsible for preparing and conducting periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy. They release the Philippine National Demographic and Health Survey. Hence, you may wish to direct your request to the PSA by submitting a request to the PSA via this portal. You may also contact the PSA by telephone at 462-6600 locals 839, 833 and 834 or via email at [email protected]. For number (2), you may consult the barangays/municipalities/cities/provinces of Region VI – Western Visayas because it is the Local Government Units (LGUs) that provide the Certificate of Indigency. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
