Hi. Can we request to review recruitment agencies that mandates ofw to pay placement fee, can we also have assistance from the gov’t to settle placement fee instead of forcing them to acquire loan from a private companies that has high interest. Also, these recruitment agencies are mandating our OFWs to take swab test to their partnered clinic that requires them to pay from 3,5k to 5k. They are not accepting swab test that was done through public hospitals is which more cheaper than private ones. Our beloved president prioritizing our OFWs if we could at least amend these mandatory fees. TY.

September 20, 2022 Dear Ms. Mary Ann Landrito, Greetings! Thank you for your request dated Sep 15, 2022 12:51:33 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for an investigation or review of recruitment agencies that mandates placement fee and swab test in private clinics. Ms. Landito please be CORRECTLY INFORMED that concerns about Recruitment Agencies and matters related to overseas employment is the jurisdiction of the POEA and the Department of Migrant Workers. Moreover, the eFOI is not the avenue to file complaints against recruitment agencies charging placement fees or imposing specific private clinics to administer COVID-19 tests. Be very careful in insinuating such accusation as you maybe charged in courts for cybercrimes and false accusations. As a general rule, the recruitment agencies are allowed in the POEA Rules to charge placement fees up to the equivalence of one (1) month salary. Exempted from paying placement fee and other recruitment/processing fees are the Household Service Workers or the Domestic Workers. Check the website of the DMW at dmw.gov.ph or any social media platform of the POEA for correct and accurate information on overseas employment requirements and qualification standards. If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: [email protected]. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.
