A Snapshot and Process Evaluation of the
Philippine Education Policy during the COVID-19 crisis
ABSTRACT
Last January 2020, the World Health Organization (WHO) declared Coronavirus-2019 disease (COVID-19) a world health emergency. The current pandemic destabilized not just the global economy but the world education system as well, forcing the schools to transition from in-school learning to online/e-learning. As a developing country, the Philippine education system is still on the process of improving before COVID-19, and with no cure or vaccine in sight, the Philippine government policies and how they implement these are crucial in saving the education sector from failing. Thus, a process evaluation is vital to ensure that the policies and programs are being implemented as intended. The purpose of this research is to provide a snapshot and to assess the Philippine educational policies and programs in response to the COVID-19 crisis. This study will help improve the program implementation by identifying areas of improvement and ensuring that the programs are being executed effectively. A mix of quantitative and qualitative data collection methods will be employed, conducting thorough surveys and semi-structured interviews or FGDs with parents and teachers across 15 elementary schools in Quezon City. Descriptive statistics, critical thinking, and prescriptive analysis will be utilized to analyze the data collected and come up with recommendations.
Thank you for your kind consideration
