February 17, 2022 Dear Jeffrey Cabalza, Greetings! Thank you for your request dated Feb 16, 2022 05:36:44 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request You asked for Request for the status of the fund release request for the project concreting of farm to market road at Brgy. Visitacion, Sta. Ana, Cagayan. Response to Request Anent thereto, may we respectfully inform that item 5.0 of Circular Letter (CL) No. 2021-2 dated February 9, 2021 provides that the DBM shall directly deal only with the Local Chief Executive (LCE) or his/her duly authorized representative who must be an organic personnel of the local government unit (LGU) concerned. Further, item 5.2 of the same CL mentions that inquiries made through electronic mail shall be entertained provided that the sender must provide an authorization letter signed by the LCE and a copy of his/her LGU identification card. Nonetheless, to formally and expeditiously address related queries from the LGU, may we further suggest that a formal request letter signed by the LCE be submitted to this Department.
