A procurement project was awarded to a supplier last CY 2021. The Procuring Entity also issued a Purchase Order for Small Value Procurement- CAPEX. However, delivery of the goods was completed only on CY 2023. May I know if there is a need to conduct a new procurement for the delivered item prior payment or are we allowed to pay already the supplier? If a new procurement process is necessary, what can be the proper mode of procurement, considering that the supplier already made the delivery of the item.? Thank you
