Request for a confirmation of our opinion that:
(1)Sec. 187 of the LGC grants exclusive jurisdiction to the DOJ to rule on the validity of Tax Ordinances; (2)The decision of the DOJ per Sec. 187 of the LGC is a definitive ruling on the validity of the Tax Ordinance and not just a mere opinion; (3) Failure to file an appeal to a “court of competent jurisdiction” per Sec. 187 of the LGC would render said Ruling by the Department of Justice Final and Executory(4) Filing a Motion for Reconsideration before the DOJ is an improper remedy as not an appeal to a “court of competent jurisdiction"

Dear Rester john,
I refer to my letter of Feb 07, 2020 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Request for Opinion. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of May 01, 2020.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
