To Whom It May Concern, I, Maricel Saldom Vecino currently residing in United Arab Emirates (UAE) writing this letter to request for Certificate of English as Medium of Instruction for my student visa application to Canada. I'm requesting this on your end since my school Philippines Science and Technology Centers (PSTC) that I attended to from the year 1998 to 2000 has closed.
