Greetings!
Thank you for your request dated Feb 11, 2023 07:28:49 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
The Anti-Money Laundering Council (AMLC), as the central anti-money laundering/counterterrorism financing (AML/CTF} authority of the Philippines, primarily functions as a financial intelligence unit, money laundering/terrorism financing investigator and prosecutor, as well as an AML/CTF supervisor, in accordance with Republic Act No. 9160, otherwise known as the Anti-Money Laundering Act of 2001, as amended, and its 2018 Implementing Rules and Regulations.
It has no mandate to regulate the non-AML/CTF aspect of offshore gaming operations. The AMLC is not responsible for approving requests or issuances of authority to operate or resume operations as Philippine Offshore Gaming Operators (POGOs). This function is with the Philippine Amusement and Gaming Corporation (PAGCOR), pursuant to the Rules and Regulations for Philippine Offshore Gaming Operations and in accordance with the Offshore Gaming Regulatory Manual. Hence, the AMLC cannot grant the request.
