To whom it may concern: I would like to request for any information regarding: 1.) The number of reported Children-in-conflict with the law (CICL) and Children-at-risk (CAR) and their cases in NCR and Regions 3 & 4 on the year 2018 up to now. 2.) where these CICL and CAR was held. 3.) Top 10 city/municipality in country where most CICL was reported and kept. 4.) Number of Bahay Pag-asa or Bahay Kanlungan or other Facilities where these children were detained and their programs to rehabilitate and reduce their numbers. 5) Number of Youth Center in NCR and Regions 3 & 4.

10 February 2020 Dear Ms. John Efraem Huele, Greetings! Thank you for your request dated 06 February 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested for information on the following: (1) The number of reported Children-in-Conflict with the law (CICL) and Children-at-risk (CAR) and their cases in NCR and Regions 3& 4 on the year 2018; (2) were these CICL and CAR was held; (3) top 10 city/municipality in the country most CICL was reported and kept; (4) number of bahay pag-asa or bahay kanlungan or other facilities where these children were detained and their programs to rehabilitate and reduce their numbers; and number of youth certer in NCR and Regions 3 & 4. Response to your request Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. Under Republic Act 10630 (the “Juvenile Justice Welfare Act”), the Juvenile Justice and Welfare Council (JJWC) oversees the implementation of the law. Thus, the JJWC may have the data you require. Hence, you may wish to direct your request to the JJWC by submitting a request to them via this portal. You may also contact them by telephone at 921-0565 or via email at [email protected].
