Dear Sir;
I would like to know what are the procedures for the re-issuance of Dual Citizenship Certificate?
I was the appointed attorney-in-fact of my grandfather Wilfredo Abarquez Rabor authorizing me to secure the release of his Dual Citizenship Certificate which was released here in Cebu Immigrations. I mailed the Certificate through FedEx to his current address at California but FedEx lost the mail in transit and was never delivered.
Therefore, I would like to know the procedures for the re-issuance of a Dual Citizenship Certificate.

This pertains to your inquiry relative to the aforementioned subject which was submitted via the Freedom of Information website.
Please be advised that the Bureau of Immigration (BI) Freedom of Information Manual provides for the Confidentiality of Records under Republic Act No. 9225 based on Section 14 of BI Memorandum Circular No. MCL-08-006 (2008 Revised Rules Governing Philippine Citizenship under Republic Act No. 9225 and Administrative Order No. 91, series of 2004), which was approved by the Secretary of Justice, to wit:
“Section 14. Confidentiality of Records.
Any application, document or information given to the Bureau of Immigration or any Philippine Foreign Post shall not be divulged in any manner to any person or entity without the express written consent of the person to whom such application, records or information belongs.”
Accordingly, we respectfully request for Mr. Rabor’s Special Power of Attorney, as well pertinent his information (e.g. date of birth and approximate year of application), in order to assist you further.

I refer to my letter of Mar 22, 2021 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Re-Issuance of Lost Dual Citizenship Certificate. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Jun 14, 2021.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
