Good Day! I would like to ask a question about the process of declaring a house to be part of the Important Cultural Property. Do the consent of the ownwer needed for such declaration to be valid? Because under RA 10066 it is said there the the"owner, stakeholder or any interested person may file for said petition" what if the said owner did not file any petition for such application and said owners turn down mutiple offers for such declaration of the NHCP. Hope you can help me with my querry. Thank You.
