Dear Sir/Madam,
I am currently enrolled in MA Educational Administration in the College of Education of UP Diliman. I have finished my course work and have started my thesis. I am writing to you in relation to the topic I have chosen for my thesis: Improving Student Achievement through Governance Reform: the Contribution of School Governing Councils.
It is to be recognized that the government has not let up in trying to improve student achievement. At the same time, international student examinations such as PISA and TIMSS continue to attest that there remains a lot to be done. DepEd's Sulong Edukalidad has identified four areas to up the quality of Filipino students' learning outcomes: K-12 curriculum review and update, improving the learning environment, teachers' upskilling and reskilling, and engagement of stakeholders for support and collaboration. It is this fourth area--engagement of stakeholders for support and collaboration--where I would like to contribute; hence, the topic mentioned above.
The study shall look into the organization, operation, and functioning of SGCs, and identify the determinants and resulting characteristics of effective SGCs. These will be correlated with the National Assessment Test (NAT) results of the schools, these being the most accessible measure of student achievement.
The study will answer the following research questions:
1. How can we characterize the SGCs that have been established in public elementary schools in the National Capital Region?
2. How have the SGCs contributed to student achievement?
3. What are the significant determinants that make SGCs contribute positively to student achievement?
It is envisioned that the result of the study will benefit the officials of DepEd, school administrators, and teachers, who are the internal and direct providers and implementers of basic education. The study will provide objective information on the capacity of SGCs to contribute to the goal of improving the quality of basic education in the country. The information could also serve as a framework for encouraging the organization of SGCs where there are currently none. Identified key characteristics of the best performing functional SGCs may be used as key result areas (KRAs) for those SGCs that are not yet fully functional.
To proceed with the study, I am therefore requesting the following information from your good office:
1. The list of public schools in NCR, with annotation which ones have SGCs and which ones do not have;
2. The NAT results of these public schools
