For my terminal undergraduate research under the supervision of Professor Alicor Panao Ph.D., I will be conducting a study on political dynasties and public service efficiency at the local level. Research Proposal for an Undergraduate Paper
The working title of the proposed research is “Local Dynasties and the Efficiency of Public Service Delivery”. The research question is: How do dynastic characteristics of mayors affect the efficiency of public service delivery of cities and municipalities in the Philippines? The research claims that dynastic characteristics of mayors significantly affect the efficiency of public service delivery of cities and municipalities in the Philippines. The initial argument of the research is that cities with mayors who are members of a fat dynasty will spend more on social services under the current operating expenditure so as to deliver a greater amount of public services among its constituencies.
Public service efficiency will be measured by looking at the produced output through the maximization of a given set of input. Public service delivery on health through the number of public health facilities in a municipality and city, education through the number of student enrollees per school year in public elementary and high schools of a municipality and city, and economic services shall be used to as the basis of the output while the input is the current operating expenditure of the local government unit.
Despite the number of research on political dynasties done by international scholars on different countries including the Philippines, there has not been a study focusing on fat dynasties and its direct effect on public service efficiency of cities and municipalities. Literature on political dynasties in the Philippines mostly talked about its persistence and self-perpetuation.
Such research is relevant in the Philippines today because of the on-going discussion on the shift to a federal system of government that shall create federal states and delegate sovereign powers to each state. In terms of political dynasty, would it be wise to entrust sovereign powers to federal state leaders if they happen to be part of fat dynasties? Would it be wise to pass an anti-dynasty bill that prevents possible efficient government officials from running for a public office?
